Nellie's Rosette Folding Dies.  (see product video under video tab) 

This die cuts out special shape and pre-scores your fold lines at the same time. Attaching the ends together with adhesive creates a unique Rosette shape. Draw in the center to form the dimensional Rosette using a piece of thread through all the center holes.
